Dr Lakhwinder P Singh ( Director ) Dr Lakhwinder P Singh has a background in social sciences and human biology, culminating in a doctorate from the University of Oxford in 1995. Before joining Oxford as a Commonwealth Scholar, he worked in the Ladakh Himalayas as Research Fellow while affiliated with the Department of Anthropology, University of Delhi during 1987-1991. He joined the faculty of the Institute of Health Management Research Jaipur in 1996. During his stay at Institute, he coordinated various research projects in the areas of primary health care, reproductive health and health systems. He was deputed to work with the Ministry of Public Health, Islamic Republic of Afghanistan and Department of International Health, Johns Hopkins University during 2004-07 where he worked with the third party evaluation team for overseeing delivery of healthcare services in Afghanistan. He holds a faculty appointment with the health systems track at the Department of International health, Johns Hopkins Bloomberg School of Public Health and adjunct Professor of Public Health with the Eternal University since 2009. He has published extensively in international peer reviewed journals. He has interest in community based behavioral studies and health systems research besides his major interest in program management with special interest in program evaluation. He was Professor and Dean (Research) at the Jaipur campus between 2007-11.

Dr. Rajesh Bhalla Professor and Dean ( Academics ) |
Dr. Rajesh Bhalla is an alumnus of Armed Forces Medical College, Pune with post–graduate degrees – DNB (Healthcare Administration), MD/MHA (Hospital Administration) and M.Sc (Defence Studies). Dr. Bhalla commenced his career as a clinician with the Indian Navy in 1972, and then graduated into Healthcare Administration. He has diverse operational experience in healthcare through a variety of assignments in the Navy [Ministry of Defence] upto 2001. Thereafter, he delved into the private /corporate healthcare sector with Dr. BL Kapoor Hospital, Max Healthcare Ltd., Fortis Healthcare Ltd. & Dharamshila Hospital & Research Centre in New Delhi. His area of forte’ encompasses Hospital Planning & Healthcare Management, apart from operational & strategic roles. He has been involved in exploring and developing business opportunities in areas other than direct healthcare delivery, including proposals on public–private-partnership with Government and PSU agencies, liaison/ linking-up with CII, FICCI, ASSOCHAM, and other NGOs. As a doctor and a professional healthcare planner & administrator, he has acquired in-depth knowledge of hospital planning and general management in hospitals, strategic planning, materials and financial management relating to health care industry, and quality assurance standards. Academics and Teaching and imparting/sharing information have always been of keen interest to him. Planning of Healthcare Information Technology is also familiar to him. In 2002, he assisted/supported the Confederation of Indian Industry – CII National Committee on Healthcare in conjunction with M/s McKinsey & Company in preparation of the Report on “Healthcare in India: The Road Ahead”, which became a reference guide in the Industry. He had been an active member in Healthcare and Education Committees in CII from 2002 to 2006. He has been associated with FICCI since 2005 todate. He led the Task Force for the PPP initiatives at FICCI for 3 years, and has also been actively involved with Health Insurance initiatives at the FICCI Task Force, since then. He had represented FICCI in the Task Forces of Healthcare in the Planning Commission in 2007, for the 11th 5-year Plan, and in Healthcare and Education Committees of FICCI Committees from 2005 upto date. He was also the Knowledge Partner in Healthcare (PPP & Health Insurance) with M/s Ernst & Young from 2005 to 2010. M/s FICCI–Ernst & Young have acknowledged Dr. Rajesh Bhalla’s contribution to the documents prepared – “Opportunities in Healthcare – Destination India” in 2007; “Fostering quality healthcare for all” in 2008 and “Public–Private Partnership for universal, affordable and quality healthcare” in 2009 – which are current books of reference in the Industry. He had been instrumental in initiating “Healthcare Sciences” as a subject for the CBSE curriculum for the 11th & 12th Classes from 2009. He has also authored chapters in the curriculum of PG Diploma in Hospital and Health Management through IGNOU and for the “Development of Accreditation Standards for Healthcare Organisation in India”, elements of which was incorporated in the current NABH (QCI) standards. .

Prof. Sanjiv Kumar has 35 years experience in the field of Public Health in India, Iraq, Central Eastern Europe, Central Asia and Kenya. He did his MBBS and MD (Preventive and Social Medicine) from All India Institute Of Medical Sciences, New Delhi. He has also done Diplomate of the National Board in Maternal and Child Health. He has an MBA in Strategic Management from University of Wales, UK. During MBA, he was awarded distinction in Applied Leadership, Entrepreneurship and Art of Business and was the first student to be placed on the Dean’s List of Outstanding Students. He has been actively pursuing learning in various fields of public health and management and has done more than twenty courses including courses from World Bank Institute, University at Albany, John Hopkins University/ USAID and UN. He recently completed a course in Health Financing from London School of Hygiene and Tropical Medicine, UK. He started his public health career in the Indian army where he worked as a Regimental Medical Officer and as Medical Officer in Command Hospital for Western Command and In-charge of a Section Hospital. During residency, he was Senior Resident In-charge of Primary Health Centres in Haryana and Urban Field Practice Area of All India Institute of Medical sciences. He worked as Lecturer in Preventive and Social Medicine at University College of Medical Sciences, New Delhi. He has been a Guest Faculty at Centre for Community Medicine, All India Institute of Medical Sciences, New Delhi and Kasturba Medical College, Manipal. He joined UNICEF Rajasthan Office as Project Officer Immunization and Health where he contributed to achieving universal child immunization goals and planning and scale up of child survival and safe motherhood strategy. He moved to UNICEF India Country Office where he was in-charge of training, communication, maternal and newborn care, HIV/AIDS, Diarrhoea and Pneumonia and worked on issues related to child nutrition and water and sanitation. He played a key role in advocating for and programming for maternal and newborn care, prevention of HIV infection in children and HIV prevention education in India. He worked in UNICEF Iraq as Chief of Health and Nutrition and chaired the Nutrition Sector for UN agencies and other partners. He was involved in planning and coordinating emergency response during Iraq war. He worked as Regional Adviser Health and Nutrition in UNICEF Regional Office for Central Eastern Europe and Commonwealth of Independent States providing technical support to 22 countries in economic transition. He developed the child survival strategy and nutrition strategy for the region. He contributed to the development of the strategy for HIV elimination in infants in Europe. He worked in senior management position as Chief of Child Survival and Development and coordinated UNICEF programmes in Health, Nutrition and Water and Sanitation in Kenya. He has worked on special assignments in Bangladesh as synthesizer of USD 1.2 billion project, in Cambodia as Maternal Child Health and Nutrition Expert in UN Fact Finding Mission and was invited to make a presentation to the Sanctions Committee of United Nation’s Security Council on nutrition situation in Iraq. During his work in UNICEF he has been assigned additional management functions including chair for staff appointment and placement committee, chair of human resource development committee, ombudsperson, peer counselor and member of contract review committees. He has also been actively engaged in staff welfare committees as President of Federation of UN Staff Associations in India. He has been actively engaged in training staff in time management, emotional intelligence and coach for leadership development initiative. He has been recognized for his excellent skills as a trainer, leader and supervisor in UNICEF. He is life member of thirteen professional bodies. He has been conferred Dr. RK Medha Award by IMA for contribution to the field of Family Medicine in India and International Award by International Association of Paediatric Gastroenterology. He has been awarded Fellowships of IMA Academy of Medical Specialties and International Academy of Medical Sciences. In UNICEF, he has received Executive Director’s Award for exemplary work during Iraq emergency and an award in appreciation of excellent service to UNICEF. He received two more awards in appreciation of his service to UNICEF. He has contributed more than 80 chapters in books, research and other articles in scientific journals, magazines and presentations at scientific conferences in the field of child health, nutrition, communicable diseases, immunization and emergencies. He is a member of “ Standardization Committee for Electronic Medical Record (EMR) “ constituted by Ministry of Health, Govt. of India. He is a Fellow of Institute of Electronics and Telecommunication Engineers , life member of Indian Association for Medical Informatics (IAMI ) and Computer Society of India . He has experience of over 21 years in the field of healthcare as well as information technology. In the area of healthcare he has served corporate industry leaders such as SIEMENS , Wipro-GE and COHR India in the field of Medical Engineering . In the area of IT he has served as ERP Consultant at InfoTech Global India and as Additional Director at DOEACC Society under Department of Information Technology. Govt. of India. He has several publications to his credit in international journals such as Emerald , Asian Journal of Distance Education etc. He has executed Consultancy Project “Consultation and Software Training Roadmap development in Thailand" on behalf of Govt. of India. Prof. (Dr.) T. Muthukumar is Ph.D (Systems & IT), MBA (Systems & IT), M.Phil (Management), MCA (University of Madras), M.Sc (App. Maths) and PGDOR (OR Society of India). He has 20 years of rich varied experience in teaching, research and consultancy. He has undertaken several consultancy projects from India and Singapore. He has published a technical book on Management Information System for ICE / MCA Students, University of Madras. He has also published 15 Research papers in repute International / National Journals and Conferences. Before Joining IIHMR (Delhi), he worked as Faculty in Management / Engineering Institute at Delhi, Bhubaneswar and Chennai. His areas of Interest are Data Mining, Data Warehouse, Database Management Systems, Management Information Systems, Systems Analysis & Design and Software Project Management. Dr. Nitish Dogra is a public health physician with MBBS and MD degrees from the University of Delhi. In addition he has also completed an MPH degree from the Johns Hopkins University, Baltimore, United States. Dr. Dogra has been associated with the public health field for more than a decade. During this period he has had more than 5 years of specialized experience related to environmental and occupational health especially in relation to the health impacts of climate change, indoor air pollution and electronic waste. Dr. Dogra has in the past worked for the Johns Hopkins School of Public Health (JHSPH), International Clinical Epidemiology Network (INCLEN) and The Energy and Resources Institute (TERI). He has received scholarship support for presenting his research findings overseas, most recently from the Gates Foundation. He has also served as temporary adviser to the WHO Regional Director for South-East Asia in relation to an expert group meeting on Chikungunya. As part of advocacy efforts, Dr. Dogra has participated as an invited speaker on various public health issues in fora such as Rotary, Indiatimes, All India Radio and CNN IBN. He continues to be actively involved in academics, research and advocacy.

Dr. Pawan Kumar Taneja, is Ph.D (Rural Financing & Operations Research), MBA (Finance & Operations), M.Com (Finance & International Business), and PGDStat (Statistics and Analytics). He has 13 years of rich varied experience in teaching, research and industry. He has coordinated various operational research projects in the areas of healthcare financing, maternal and child health, health seeking behavior, climate change and healthcare, and health systems supported by UNICEF, WHO, HLFPPT, Plan International etc. He has published more than 25 research papers in various peer reviewed national and international journals (with high impact factor) on various health, hospital and management issues. He has also contributed more than 35 research papers in various national and international conferences in India and Abroad. He is a member editorial committee for leading publishers. Dr. Sangram Kishor Patel is a population scientist and health statistics expert. Dr. Patel has obtained his master and PhD in Population Studies from International Institute for Population Sciences (IIPS), Mumbai (A joint venture by Ministry of Health and Family Welfare, GOI and United Nations). In addition, he has obtained the University Gold Medals in MSc (Statistics) and Post Graduate Diploma in Computer Application in his batch from Sambalpur University. Dr. Patel was the recipient of ICSSR fellowship during his PhD work on "A Study of Disability and Health Expectancy in India". Dr. Patel is more passionate to work in the areas of Population Health, Non Communicable Diseases, Survey Research, Mortality, Disability, Ageing, Fertility and Environment. For his valuable contribution in the field of population health and summary measures development in India, Dr. Patel has received the prestigious Dr. C. Chandrasekhran Award (2007) from Indian Association of Study of Population (IASP). Dr. Patel has worked very recently with the national team for development of Health Risk Assessment Index and this work was accolade with Jury's Choice Award at eIndia 2010. Previously he has worked with reputed organizations such as WHO-SEARO, MOHFW and IIPS for Global Adult Tobacco Survey, NFHS-3, NFHS-2 Follow up Survey, National Commission of Population Project etc. Dr. Patel has associated with various population and health related consultancy assignments for international agencies, Government and NGOs. Mrs. Minakshi Gautam is post graduate in hospital and health management from Institute of Health Management Research, Jaipur. She has 10 years of rich work experience in various corporate hospitals, healthcare consultancies and academic institutions like IHMR, Bangalore, Max healthcare, Sir Gangaram Hospital, Fortis Hospital, Hospicon Consultants in areas of facility management, patient care services, telemedicine, healthcare quality and accreditation. She started her career in academics and research with IHMR, Bangalore in 2008. Dr. Ash Pachauri is a behavioural scientist and knowledge mobilisation expert. Dr. Pachauri has contributed extensively to developing knowledge-based mobilisation processes in India to strengthen leadership and empowerment of in- and out-of-school youth and communities at-risk of HIV. A strong advocate for public health and human rights issues, Dr. Pachauri has spearheaded processes to build the first national platform for community-led knowledge sharing in India and is now expanding the platform for mobilisation and empowerment of youth and communities within the Asia and the Pacific region. With a PhD in decision behaviour and master's degree in international management, Dr. Pachauri worked with McKinsey & Company before pursuing a career in the social development arena. Dr. Pachauri’s experience in the field of public health, including sexual and reproductive health and rights and HIV prevention among youth and at-risk communities emerges from a range of initiatives including those of PATH, UNDP, IPPF, Avahan (the India AIDS initiative of the Bill & Melinda Gates Foundation) and CDC-funded interventions in the US. Dr. Pachauri has been engaged with research, implementation and capacity building of communities in social mobilisation, knowledge exchange and behaviour change communication. With a passion for internet technologies, Dr. Pachauri also developed the first electronic platform to support programmatic- and community-based knowledge exchange among Avahan-funded projects located in the six HIV high prevalence states of India . Widely published, winner of the prestigious Overseas Research Scholarship, awarded for advanced studies in the U.K. and recognised for his academic achievements, Dr. Pachauri pursues interests in research and teaching through ongoing collaboration with academic institutions in India and the USA . He currently holds an assistant professorship position at the International Institute of Health Management Research (IIHMR) in New Delhi . He is also on the Board of several organisations, including AIESEC IIT Kharagpur and Connecting Youth Organisations Nationwide (CYON) of Swechha.

Prior to joining IIHMR she was working with DOEACC, an autonomous body of DIT, govt. of India for imparting IT and bioinformatics courses for 6 years. She was involved in imparting academic training to both students as well as corporate officials as a senior faculty and course coordinator. She also has professional experience in IT Industry for nearly 5 years at various levels from a developer to product manager and was involved in developing biomedical and commercial softwares and was one of the founder member of the start-up company AASMAM. She is also a graduate member of AIMA, Lifetime member of Surface Society of India and CSI and a member of HIT Forum. She has the distinction of being invited as special guest speaker at Whitehouse Biotech Carnival 2009, Kathmandu, Nepal and trained at ICGEB in "South East Asian Training course on Bioinformatics Applied to Tropical Diseases" sponsored by WHO-TDR. Her current research interest includes development of HIMS, open source database development & data mining related to health, Geriatric Health Survey, Utilization of bioinformatics tools in the area of nutrition survey and nutri-genomics, implementation of health information technology in public hospitals and Mobile E-health Surveys. Ms. Anupama Sharma graduated from UCMS and Guru Teg Bahadur hospital in Radiological Technology, Delhi University. Later she did her MBA in Hospital administration from IIHMR, Jaipur and MS in International Health Policy and Management from Heller School for Social Policy, Brandeis University , MA USA. She has been involved in many projects related to hospital and clinical administration including an initiating of a foundation. She has undertaken research projects and teaching in international health policy. Prior to joining IIHMR she was working with US based healthcare IT firm ACS-HCS, as a consultant. She has been associated with many international organizations like Parkway Healthcare group, Singapore, Management Sciences for Health, Cambridge USA, Schneider Institute of Health Policy, USA. Ravi has been an accomplished Information Technology Management and Consulting professional having served the Corporate Sector with eminent organizations. His last positions were DGM (International Education) at NIIT, Vice President (Enterprise Solutions and eBusiness/Multimedia) at Xansa India and Chief Operating Officer (eHealthcare) at Esconet Services, where he pioneered the architecture and implementation of Internet Based Healthcare. Ravi’s career comprised both “IT Business Management” and “Consulting” roles on a global scale, wherein he has been instrumental in creating, leading and managing IT-led businesses such as IT Education, Enterprise Solutions, e-Business, Multimedia and Consulting. Having travelled across the world on several missions with blue chip multinational clientele, Ravi is also credited with conceiving and directing BOOT IT! – a 26 episode Television series on Computer Education telecast on the Indian and Mauritius national TV channels twice. Ravi now engages with corporate and business school audiences as a Leadership/Management Development and Financial Intelligence Coach. As the Founder Mentor at Smart Money Academy, he coaches audiences in the fine art of financial freedom. Ravi’s formal education comprises a Business Management Masters from IRMA.
